Dealing with a sick relative is stressful and any time dealing with parking issue is going to make it even worse, in addition the timing is not good as I am going to be away for a fair amount of time soon so gathering evidence /reading and adapting templates for appeal etc may look do able with the great advice here but it may not be enough for me in practice. I am very grateful for all the free advice here, I can see there are some very dedicated people out there offering support, thank you0

You have nothing to lose by sending off the template. It's the first appeal. I would also send a complaint to the surgery using their formal complaints procedure.

In the Newbies thread it does say to complain very strongly to the owner eg hospital, shop etc. so was intending to do this if I can find right person,at same time as 1st appeal to ppc ?!
No, complain to the practice before you submit your first appeal to the PPC - and the sooner the better. Anecdotally on here, it seems that you have the best chance of getting an owner cancellation if you contact them early-on and they can get this cancelled completely without your having to do anything more.
Whilst waiting for them to come back to you, use the time wisely to read-up carefully on the Newbies Sticky and recent Smart threads for guidance.0 -
Looking at your Newbies template 1st appeal , as the car park is free and no time limits are these 2 paras still required?
- If the allegation concerns a PDT machine, the data supplied in response to this appeal must include the record of payments made - showing partial VRNs - and an explanation of the reason for the PCN, because your Notice does not explain it.
- If the allegation involves an alleged overstay of minutes, your evidence must include the actual grace period agreed by the landowner. If you fail to evidence the actual grace period that applies at this site or suggest that only one period applies, this will be disregarded as an attempt to mislead. In the absence of evidence, it will be reasonably taken to be a minimum of twenty minutes (ten on arrival and ten after parking time) in accordance with the official BPA article by Kelvin Reynolds about 'observation periods' on arrival being additional and separate to a 'grace period' at the end.0 -
Leave them in, that way Smart will recognise the template and will know you are receiving forum help. It will give them more reason to drop this rather getting involved in a futile chase.
