Unfortunately I suspect it’s Smart Parking who get the profits and they will have been contracted by someone centrally.It’s a shared building, 2 surgeries and other NHS servicesX Rays, Dentist, they will all pay rent to NHS for use I guess0

Try and find out who is in charge of the building management and ask nicely. Alternatively is there a discount if you pay early? I don’t know your financial circumstances but you need to weigh up if it’s worth the hassle and stress.

You need to go to the practice maneger and make an official complaint. The surgery should not be profiting from this, by the sounds of things it’s a good source of income for them.
They don't profit. PPCs offer their protection rackets free, and they keep all penalties - you can see why that is banned in the NHS Car Parking Policy Principles!
No idea why you haven't simply sent the template appeal already, from the NEWBIES thread, there is no similar situation to look for and all of this is wasting time before it gets cancelled on appeal. There are no legal terms to worry about and the NEWBIES thread is not meant to be read by people looking for a similar case, that is not the point.
There is a template appeal (just one) in the NEWBIES thread. Use it, no editing.
Dead easy, we know what we are doing. Smart often fold, first try, no POPLA needed.
Please don't look for a 'case like mine' in the NEWBIES thread...the template appeal is one size fits all and the important thing is very simple - if you do not tell Smart who was driving, you WILL win at POPLA.
So easy. I did already tell you this in the first reply you got today.

You will see...as long as people appeal using the template (in England/Wales) ALL are won. And I mean ALL of them, hence the confidence, we KNOW yours will be cancelled and you need to do none of the above, except do what the NEWBIES thread tells you.

Ann I’ve just had a good look through the section coupon-mad is talking about, it seems relatively straightforward at first read and definitely worth while considering all the hard work has been done, take your time reading it tomorrow and let us know how you get on. I was clearly very lucky I had mine cancelled by the NHS even after admitting I was the driver.0

In the Newbies thread it does say to complain very strongly to the owner eg hospital, shop etc. so was intending to do this if I can find right person,at same time as 1st appeal to ppc ?!0
