Don't use recorded or signed for as, when they refuse it, they have absolute proof that it wasn't delivered. Get a free certificate of posting from the post office. Keep copies of all e-mails sent and received. If you send an e-mail to a PPC or a solicitor, send a copy to yourself as well.0

Thanks .WHy would they refuse it though? They dont know who it could be from or what it could be? Unless they refuse all recorded mail?0

PPCs are likely not to sign for mail quickly, thus making any appeals appear to have arrived late.
They are scammers, this is what this industry does. NEVER use signed-for mail to a scammer.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Further updates. The claimant has filed yet another witness statement, how are they allowed to get these admitetd to courtt?! HEaring is next Tuesday. In it they are claiming I have many outstanding charges for same car park so should be aware of T&Cs. WHich is news to me,as apart from a court case 3 years ago Ive had no claims until now and regardless havent been through court so are unproven in liability.
They refer to Horizon parking vs Jennings also.0

I do not now how they get away with it, (if indeed they do), but, imo you should strongly denounce this in writing to the judge. They probably will have no idea of the identity of the driver on any previous occasions.
Have you complained to your MP?You never know how far you can go until you go too far.0

No, they have no idea of any driver, and indeed nor have I ! No paperwork has been issued and they cant claim(as they are doing )that I should be familair with T&Cs due to a previous claim (which was at same point in time as current one anyway). I suspect any future claims will be for same point in time also.
I will tell the judge at the hearing.0

HI I didnt submit one, I recall now that it was suggested in this thread but I didnt do it likely forgot.0

Then simply object to the very late WS when you get in the hearing room, and state you know nothing about any other PCNs which may not even have involved the same driver and have no bearing at all on this case.
Search the forum for Jennings to read how to use other cases (if you filed them with your WS) against that case, which is NOT a precedent anyway. Isn't Jennings about assuming a keeper was the driver? It's flawed then, and trumped by the appeal case in Excel v Smith.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
