I'm probably going to have filled my CashISA in a couple of month so will then be putting into 'pool 2'. Am I right in thinking that, as soon as the new allowance comes in next April I can and should still make the CashISA priority and take from any savings account to put into the Isa, even if this means the whole lot in one go?
Is this allowed?

Yes you're right. As soon as April 6th 2013 arrives you will be entitled to open a fresh ISA and put the full amount into it immediately.
Also can pay into the same ISA if you want* (but make sure it's still competitive interest-rate wise!)
*unless it's a fixed-term one that doesn't allow additional deposits0 -

Email from Santander just now:Rate increased on eSaver Issue 5!
Dear Mr,
I’m delighted to write to you with some good news: we’ve increased the rate on our eSaver Issue 5!
From 9 June 2012, your money in eSaver Issue 5 has been earning a higher rate of 3.20% AER gross (variable), including a bonus of 2.70% gross.
* Including a bonus of 2.70% until the end of the first 12 months from account opening.

Edit: At the bottom of the product details it says:
Rates are subject to availability variable, effective from 9th June 2012 and apply to;- existing eSaver (Issue 5) accounts;
- new eSaver (Issue 5) accounts.
On my existing account that I opened in March it says "The detailed product name for this account is ESAVER (ISSUE 5) MONTHLY." so it looks like it will get the new rate.
Esaver 5 was not issued until May see the following list by moneywise who are trying to get Santander to show their interest rates more clearly.
The esaver1 was launched on 1 April 2009 and the rate included a bonus. The bonus fell away after a year so savers with between £1 and £200,000 in the account now earn just 0.10 per cent interest.
Other variations of Santander's esaver also have bonuses that may have dropped off.
Those on an esaver2 or 3 will also have seen the bonuses fall away from their account, and are likely to be sat on a rate of just 0.5 per cent.
The esaver4 was launched on the 19th August 2011, so the bonus will still be intact on the 3.1 per cent paying account.
The latest account, the esaver5, paying 3 per cent was launched just last month. (May 2012)
The above esaver 5 has increased to 3.20%.
I have opened 3 esaver with them in just over 12 months. You cannot open an esaver online unless you have a card number. You have to ring them and they set up immediately for you after you have listened to their sales talk. I have now moved my savings from issue 4 to issue 5. My account was opened on March 3 2012 paying 3% and the detailed product name says Issue 5.
I got a reply back from the secure message people saying the interest rate will be the same but this was after I got an email from Santander saying that the interest rate on my existing eSaver 5 will be increased.
I think I will just open a new one anyway so I will get the longest period on the higher rate rather than wait for their left hand to talk to the right.0 -

This is not entirely true. If you don't have a card number you can't open an account through your online banking login but you can via the new customer online application form. Once you have applied, Santander will automatically add the account to your online banking within a day.
I find Santander's requirement to have a card number when already logged in to online banking in order to apply for a new account very strange.0
