    Maybe they did the sensible thing and covered their number-plate when they entered or left (or both) so as not to offer their data to UKPC at all - everyone should do that.

    Not joking, we should ALL do that.

    Or maybe you followed each other so close that their VRN couldn't be read.

    Happily, yours is a cinch and the templates will kill it off; no implying who was driving!

    Hi guys so a letter came back today from ukpc saying they have declined the appeal and that as the registered keeper I still have to pay the fine because I have failed to notify them of the driver at the time under schedule 4 of the protection of freedoms act 2012. What should i do??

    They don't know who the driver is, come to that, nor do you

    No reply to UKPC is required, wait to receive your POPLA code and we will help you prepare that.

    Three things to do:

    1. Template POPLA appeal sections can be found in the NEWBIES FAQ sticky, post #3. Use them as your base.

    2. Do a forum search** on keywords 'UKPC POPLA success' and read recent threads (last 3 months or so) and learn from those how to construct a successful appeal, plagiarise from them where appropriate.

    3. Show us your draft appeal for critique before submission.

    You have been advised to read the NEWBIES, and subsequently which post of the NEWBIES to read to construct a PoPLA appeal. Post your draft here for checking before you submit it. Non PoFA complaint NTK should be point number 1.
