Mc donalds pcn from ukpc.

Hi guys need some help here,

I've received a parking charge from ukpc today 11/2/19 for parking in McDonald's for 2hrs 53 mins. Apparently it's 90mins free so gone over the time limit. I was not the driver at the time and the charge says I'm the registered keeper so they invite me to pay this charge as they don't know the drivers details, alternatively give them the drivers details so they can pass on this charge. They have pics of the time in and out with the reg plate but the background image is very dark and unclear. The date was 4/1/19 and the date on the charge letter is 8/2/19.

Any input would be great

    That is a long time to spend in a fast food restaurant, I should have a word with the driver if I were you. This type of abuse is precisely why these firms exist.

    However, be that as it may, it is still a scam.

    The whole industry is a scam, relying on threats of court, and the public's ignorance of the Law, A bill is currently before parliament which will regulate the scammers, many of whom are ex-clampers.

    This is an entirely unregulated industry which is scamming the public with inflated claims for minor breaches of alleged contracts for alleged parking offences, aided and abetted by a handful of low-rent solicitors. Is has been suggested by an MP that some of these companies may have connections to organised crime.

    Parking Eye, CPM, Smart, (especially Smart}, and others have already been named and shamed in the House of Commons as have Gladstones Solicitors, and BW Legal, (these two law firms take hundreds of these cases to court each week), hospital car parks and residential complex tickets have been especially mentioned. They lose most of them, and have been reported to the regulatory authority by an M.P. for unprofessional conduct

    The problem has become so widespread that MPs have agreed to enact a Bill to regulate these scammers.

    Sir Greg Knight's Private Members Bill to curb the excesses, and perhaps close down, some of these companies passed its Second Reading in the Lords this month, and, with a fair wind, will l become Law later this year..

    All five readings are available to watch on the internet, (some 7-8 hours), and published in Hansard. MPs have an extremely low opinion of the industry. Many are complaining that they are becoming overwhelmed by complaints from members of the public. Add to their burden, complain in the most robust terms about the scammers.
    You never know how far you can go until you go too far.

    How come it took a month to send the NTK then? The above is the timeline where either:

    - there was a windscreen PCN first, or

    - there was a delay getting a NTK to you (e.g. is it a hire/company car?).

    Is it a NTK with ANPR images, and when you log in there are NO pics of a w/screen PCN?

    Absolutely. If there are receipts or bank/cc statements to prove purchases that day, take them along. Speak to the manager, not the chip fryer (although they may well be one and the same!).

  • It's a NTK with ANPR images arriving and leaving the car park. When I log on to their website it shows the exact same pictures. It's my car yes not a hire car. I don't know why it's taken so long to come. Its says on the letter they contacted the dvla to find who the keeper of the car was maybe that was the delay I don't know.

    Well then you know how to appeal it, easy one! Non-POFA PCN, keeper not liable.

  • The friends of the driver have not had any PCN which is strange as they all arrived and left the car park pretty much the same.
