Connect with a cable? If so, are you sure the cable isn't faulty?

What options are available besides 'USB charging'?
For some reason with my previous phone I was able to transfer files only in "Media device" mode.

Is this any help from page 4 of Xiaomi's "Generic User Guide for Smart Phone"?

    3. SIM, USIM, and UIM card settings
You can only use the services of one mobile carrier on a single SIM device. Dual SIM phones provide more options depending on the number of SIM cards installed.
On a dual SIM device, you can set default SIM cards for making calls and using mobile data in Settings > SIM cards & mobile networks.
You can edit SIM card names which are displayed on the dial pad. To do this, go to Settings > SIM cards & mobile networks and tap your SIM card.
Options for changing preferred network types are available in Settings > SIM cards & mobile networks > Preferred network type.

If the cable is faulty, you have to try different cables, not different PCs. Or the some cable with different phones.

    no folders?

And you haven't answered the main question about the options available in the phone after you connect it. In my latest phones the options are
    • Charge this device
    • Transfer files
    • Transfer photos (PTP)
Never used the last one, but the first mode is the default one when you connect the phone with a cable, and you definitely can't transfer files in this mode.

The second SIM, the one not selected for data, is likely to have only 2G service for voice and texts. Is there decent 2G network coverage on O2 in your area? Does it show a signal for both SIMs in the status bar (top of screen) - if so, lack of 2G coverage is not the problem.

Otherwise, in what way exactly is the SIM 'recognised', and what happens when attempting to use it to make a call and receive a call/text? How does the status of the SIMs appear in the dual SIM settings?
