I just want to clarify things
The Car-Park as nothing to do with the Hospital, totally seperate.
When the vehicle was parked a 1 hour ticket was purchased, the driver then proceeded to the Hospital.
The driver realised he was going to overrun the 1 hour ticket, so returned to the Car-Park, and purchased a second 1 hour ticket.
There was a 5 minute period between the first ticket expiring and the second ticket being purchased.
The vehicle exited the car-park 20 minutes BEFORE the 2nd ticket expired.
Both tickets have been kept & are available.
There is photgraphic evidence of the vehicle entering and one of the vehicle leaving, with the precise times.
The vehicle was unable to leave the car-park fully due to an Ambulance blocking the exit - while attending an emergency call out, there is confirmation of this, supplied by the Ambulance authority.
This covered a time of less then 10 minutes.
Yes, a Letter of Claim as been received.
So the two tickets are available and confirmation of the Ambulance attendance is also available.

The NEWBiES thread tells everyone to send a SAR when they get a LBC, and explains what that is and why not to write to the tedious robo-claim solicitors with anything but a holding letter (also explained there).

I apologise for being a Newbie on this subject & apolgise for getting stressed, anxious.
I have read through the 'newbie' thread & and other replies on this thread and I still find myself confused, struggling to understand all the jargon.
I have sent off for a SAR, I believe this is a Subject Access Request to the DVLA, (SubjectAccess.Requests@dvla.gsi.gov.uk) though their auto reply says this could take upto 1 month, it also says to drop the gsi from the address, though they have auto forwarded it to the right people.
The Letter of Claim I have, gives me to the 19th February to reply, I have been told NOT to ignore this letter & also not to fill in any forms (confused). I have no idea of the exact reason for the 'parking fine' all it says is UNAUTHORISED PARKING, I do have the 2 original tickets from the machine, that except for a 5 minute period of overun on the first ticket, the vehicle is covered. In fact I left 20 minutes before the 2nd ticket expired. The only other reason, possibly, is that I could not fully leave the car-park for approximately 10 minutes maxium, due to the exit road being blocked by an Ambulance on an emergency call - for which I have confirmation from the Ambulance Authority. I keep thinking/considering asking for the exact reason for the initial letter, but who would I ask the original company or bw legal.
It could be a simple thing, that they do not realise I bought another ticket.
Sorry again, my head is spinning and I cannot think straight, having never been in this situation before.

Do not expect common sense from knuckle dragging ex clampers. It is likely that they have not read your appeal. If that is what you are looking fo let them take you to court
Have you complained to your MP.You never know how far you can go until you go too far.0 -
Yes I have messaged my MP - no reply as yet - but I imagine he as more pressing things at the moment.
Should I message bw legal & try to explain or ask them for the exact reason?

Whoever you ask is unlikely to give you the answer you are seeking. It may come up when/if they prepare a Witness Statement.I keep thinking/considering asking for the exact reason for the initial letter, but who would I ask the original company or bw legal.
I haven't gone back through every post on here, but it seems to me the P&D arrangements would not allow a top-up as the car park is likely monitored via an ANPR record of the vehicle entering, the driver entering the car registration details into the P&D machine for a specific time and the ANPR recording time of exit. In excess of the time originally purchased, PCN in the post.
The only way (my guess) you could have extended your stay without fear of a PCN was not to pump another pound in the slot, but to actually remove the vehicle from the car park, re-enter and then pay your pound then.
Dealing with BWL at this stage can be extremely frustrating, so perhaps you might find it useful to understand how BWL operate - as I have surmised from the hundreds of different threads I've read involving BWL.
Other than the auto acknowledgements and template letters, you will get nothing sensible from BWL - they are dealing with literally hundreds of thousands of unpaid parking charges and are spewing out various threatening letters, using a conveyor belt approach to go through a computer controlled process towards a LBC, and a MCOL Claim - and it is really only at the final stages, as a court hearing becomes a possibility, that there's any real human intervention.
You need to understand that you're not dealing with an old fashioned firm of solicitors, just progressing from a quill and ink operation, BWL are industrial harvesters of debt, using the equivalent of massive combine harvesters to do their work. From what I have read of this thread it would appear the car park is something along the lines of '1 Hour parking-no return type which has correctly been spotted by UmKomaas so your defence will be based around how clearly the signage states this.
There is ALWAYS a defence against any parking scammer and you have to learn how this works. You have also been well informed about how scumpanies like BW lying legal work, they are NOT interested in any mitigation and wont engage with you until they are forced to, they rely on people panicking and worrying and then paying, are you one of those people?
You haven't made any serious mistakes up to now so no need to panic/worry, all you need to do at this stage is:
A, determine whether you have received a compliant LBA/LBCCC
B, Read more on here about LBA/LBCCC rebuttals.
Keep reading the NEWBIES section and familiarise yourself more with the game you are now firmly involved in.
It took me over 6 months of letter ping pong and reading here to get a particularly nasty scammer (Excel) off my back but eventually I beat them.
Too many people start threads off with 'URGENT' 'PLEASE HELP' etc etc take a breath there is usually plenty of time available to deal with these scamvoices in a methodical manner. Keep reading here and good luck.0 -

The SAR goes to the PPC, not the DVLA. Include a copy of the V5 as proof of ID. The scammers have one month to reply. They cannot charge for doing this.
A simple email request goes to the DVLA asking who asked for your personal info including VRN, and when (between dates just before the alleged event until now). This request is free.I married my cousin. I had to...I don't have a sister.

How do I word a SAR letter to PPS (Premier Parking Solutions)?
Is it worthwhile after all this started back in August 2016 or do I send the SAR to bw legal.
Sorry, I have been chasing links around from the Newbie thread and I just seem to be going around in circles.
I am no longer the owner of the vehicle that this refers too.
How do I find out exactly what they are talking about when they say 'unauthorised parking'.
As I say, people have been talking about this Letter of Claim and that I should not ignore it, but then others say, do not fill in the forms. Sorry I am just totlally confused by the whole thing.0
