Correction - Extract from report posted

5.4.7. All road users, irrespective of age, income or mobility requirement, should obey the relevant traffic regulations when driving in the CCZ or on the TLRN. At present c.97% of road users comply with these regulations and so avoid being issued with a PCN

Doesn’t this mean that therefore only 36% of the 3% that didn’t pay were the ones ‘caught’ out?

Isn’t that like roughly 99% of people being able to understand the simplest of instructions?

I agree steedoc - that’s far too low and I actually now believe you have a point....

Got to go now though, lunch at Nando’s today.... see you all later

You didn't enter into a contract. Legislation stipulated that you will pay by midnight of the following day otherwise you would face a penalty.

Fine, but the proposition was posed that I had entered into an agreement, which I dispute.

The legislation says I have to pay for entering into congestion zone - it doesn't stipulate that it has to be within 30hrs

What you taking about? Did you even read my post?

    I entirely agree with you.

If only 99% percent of people (statistically) can get it right there is something fundamentally wrong with the system.

It’s defo not your fault Steve.

I hope tfl are fearful for their PC’s...you are clearly a smart guy and I just hope they take your warning!

    Rubbish.
If I park in a car park or at a meter and pay for a set amount of time and exceed this time and get a ticket, can I get it declared void because I'm a slow walker and couldn't get back in time?

How about if I buy something from an online retailer and wish to return it using my rights under the Consumer contract regulations but due to my working away from the UK, I fail to inform the retailer of my desire to cancel until after the 14 days stipulated in the regulations?
As my individual circumstances didn't allow me to follow the requirements of the CCR's, surely that legislation is unfair as it didn't cater to my rare circumstances.
  • How about those that lack the most basic of mental capacity and/or initiative though Shaun? Huh? Don’t have an answer for that Do ya?

Or, as I’m sure you all agree, these types of people ought to be exempt from the rules!

Will you PLEASE stop being so disingenuous with your "30hrs" guff? It's the end of the charging day following the entry into the zone.

And, yes, the legislation DOES stipulate precisely that.
6 - (5) b. A licence for one charging day may only be purchased ... other than by CC Auto Pay,—
    (i) on the charging day concerned;
    ...
(iii) on or before the next consecutive charging day after the charging day concerned.

Are people living under fascist regimes making 'a mistake'? Just because the authorities have an iron grip over my eighty pounds doesn't mean they are right or correct.

I used to pay the congestion charge but have moved out of London. When I did pay many more people did not have a smart phone and relatively easy access to the internet. I often ended up paying at a newsagent or at a machine in a car park. It seemed cumbersome and I'm glad it is simpler (well at least for most) now.
When I went over the Dartford Crossing for the first time since the tolls were made automatic I appreciated the fact that the queues were shorter as the booths were no longer needed. I didn't have any difficulty in paying when I got home and I do it sufficiently infrequently that setting up an account is not worthwhile. If I ever travel to the Mersey Crossing I expect I'll cope.
I agree with the bit that TfL or whoever organises these thing have some duty not to make it very hard or impossible to find the information but I don't think they do. Oyster has similar potential problems for those who live outside London and are not used to it. But I also agree with the bit about some personal responsibility i.e. either find out about it or park outside the zone and use the £11.50 saved to buy parking and the tube. I do these days when coming to London by car.
Meanwhile don't pay if you don't want to but it will become ever more expensive. Better to resolve and move on than continue the pointless rage against the machine!

Very funny duck. Unlike you, I don't expect things to be done in 30hrs. So, I'll give policy makers a chance to review my protest before I start manually removing pc terminals from the Darlington HQ
My word, they underestimated you. You're a tough guy.
