    Have you informed TfL? They must have noticed their system not working and all those charges going unpaid?

    It works. A few people get tripped up by it in the same way a few people get caught out with VED, parking tickets, MOTs, insurance, box junctions and everything else. In the vast majority of cases it is the user's error or ignorance of the rules that causes the problem. That doesn't make the system broken.

    Anyone who describes a computer system as working, without further qualification, can usually be regarded as talking through their hat.
    I was giving you the opportunity to provide some relevant qualification, or at least an opportunity to distinguish between yourself and the likes of the Ryanair spokesperson.

Of the 53,145 people who entered the zone and were eligible to be charged on the average day, 50,489 of them paid according to the rules and in the time specified. That's 95% of people managing to use the system properly. Of those that couldn't use it properly, only 1 in 5 appealed, suggesting they knew they'd messed up. Those figures are similar for any other quarter's data you care to look at.

    That seems conclusive to me; the system works. 50,000 people every day are capable of navigating it correctly and paying on time.

    Or, to put it another way, out of the 53,000 people, only just over 500 thought they'd been hard-done-by.

    I did encourage some people (including me) to investigate greener LPG cars but you needed to get conversions from approved garages which were pretty thin on the ground.

    A lot of people switched to mopeds which I suppose is one of the reasons that moped-related crime is now such a London thing. Or else bought cars with foreign plates. Ebay was particularly busy with that kind of sales for a while. Not totally sure the purchasers ever bothered to switch to British plates after the required time.

    That sort of logic is completely illusory with digital systems. The fact that 95% of customers used the system successfully tells us nothing about the other 5%.
    At first sight there seems to be a massive number of people (2500+ per day) having problems with the zone, but, as I say, one could only know by looking at what is actually happening.
    500 appeals also looks to be a remarkably high figure, although that might be influenced by exactly those factors which provoked the OPs complaint.


    Are you sure that you have got those figures right ?
