This notice explains what happens when you import or export goods by post through Royal Mail or Parcelforce Worldwide.
Importer refers to an individual, firm or legal entity that brings goods, or causes goods to be brought from a foreign country into a customs territory.
My friend is the importer.
edit: furthermore, to clear up any misunderstanding, in other descriptions of the legal definition of importer, it says the party the agent acts on behalf of that is liable to pay customs charges, this is usually either the consignee or the buyer. the legal definition of consignee is a person who orders a consignment. Why? I'd assume it costs them no more than a few quid to go through the paperwork, anything else is part of the delivery process that they've already been paid for
£12 doesn't go very far with large companies and once you consider that the £12 includes VAT and that Parcelforce will be paying tax on the £10 that's left and will also have to pay the wages for the people doing the paperwork for the tax then there probably won't be a great profit in it for them.
Once a shipment has been deemed to be liable for import duty, that shipment is handed over to UK Border force where it is held until the required duties & taxes are paid.
Even though the Border force team will be in the same building, they are a government department and as such I wouldn't be surprised if there was excessive paperwork required as is often the case with the government and paperwork takes time (and therefore money).0 -
