    "something of substance"?
    How about the UK government.

    https://www.gov.uk/government/publications/notice-143-a-guide-for-international-post-users/notice-143-a-guide-for-international-post-users

And no, I am not attacking you. I have not made any personal comments or any insults. All I have done is to post factually correct information.
If you don't want to believe that information then that's your choice to make.
you may have missed the part RIGHT AT THE TOP
1.1 What this notice is about

This notice explains what happens when you import or export goods by post through Royal Mail or Parcelforce Worldwide.
since I did not import anything, this DOES NOT APPLY TO ME. I refer you once more to the legal definition of importer.

Importer refers to an individual, firm or legal entity that brings goods, or causes goods to be brought from a foreign country into a customs territory.

    My friend is the importer.

edit: furthermore, to clear up any misunderstanding, in other descriptions of the legal definition of importer, it says the party the agent acts on behalf of that is liable to pay customs charges, this is usually either the consignee or the buyer. the legal definition of consignee is a person who orders a consignment. I have ordered nothing from my friend so I am not a consignee therefore the importer is the buyer. that is my friend.

I think the £12 charge is reasonable.

Why? I'd assume it costs them no more than a few quid to go through the paperwork, anything else is part of the delivery process that they've already been paid for. It's a huge rip-off and a license for couriers to charge any arbitrary figure they see fit. It would be interesting to see how much extra they actually earn from this process.

£12 doesn't go very far with large companies and once you consider that the £12 includes VAT and that Parcelforce will be paying tax on the £10 that's left and will also have to pay the wages for the people doing the paperwork for the tax then there probably won't be a great profit in it for them.

Once a shipment has been deemed to be liable for import duty, that shipment is handed over to UK Border force where it is held until the required duties & taxes are paid.
Even though the Border force team will be in the same building, they are a government department and as such I wouldn't be surprised if there was excessive paperwork required as is often the case with the government and paperwork takes time (and therefore money).

The paperwork may be excessive (although you admittedly don't know) but all Parcelforce do is put in a couple of figures and an address into a computer. The vast majority will be automated. I don't understand how people on here think it's fair. I see it as not much different to the banks' exorbitant bounced cheque charges. The biggest difference is that no one will be campaigning to mostly help people who buy cheap tat from China.

You don't know that; you are guessing.

And of course computers are free, software costs nothing to develop or maintain, and the staff work for nothing in rent free offices that are exempt from business rates.
