    For legal purposes, the importer is the person who writes the import declaration, or its the consignee (if they bought the items) or its the buyer in the exporters invoice. My friend is the buyer. So my friend is the importer.

    Importer refers to an individual, firm or legal entity that brings goods, or causes goods to be brought from a foreign country into a customs territory.

    No one is attacking you. People are stating their understanding of the law.

    Although you started this thread, the replies are not just for your benefit. They increase the knowledge of everyone reading the thread now and in the future. It is therefore important that perceived inaccuracies are corrected.

    You've apologised for your comments, but they are still there. I would suggest you go back and edit your posts to remove anything offensive.
    People are trying to help you, and provide information for others who are in similar situations. Import fees are an issue that crop up regularly.

    True, I didn't write the law but unlike you, I do understand it.
    Even though you didn't pay for any goods, as the addressee, you are legally classed as the importer of the gift.

    What should a customs declaration include?
    The declaration should include:

    a description of the goods

    whether they are gifts or commercial items

As the importer of the goods, by law, you are legally responsible for the information on the Customs declaration and for any charges due. Charges may include VAT, customs duty and/or excise duty.
