    Thanks everyone. I’ll be asking the council permission in future ... Anyway I also want to put In a new kitchen so I’m gonna fill out a form to ask permission, don’t know if they will accept it or not. The kitchen we have is falling to bits!

    Depending what you mean by "falling to bits" it may be worth asking the council to inspect the current kitchen for safety. If your kitchen is not safe for your little one and cannot be properly repaired they may decide to replace it.

    All landlords have a duty of care to their tenants. All councils and housing associations have budgets for major upgrades to their properties: this covers windows, kitchens, bathrooms, insulation, ventilation, lifts in blocks of flats ... if you get lucky your kitchen could fit in with their plans for the next round of funding. :T

    In general anything that alters the structure of rented property, or the fixtures and fittings (kitchen/ bathroom/ fitted cupboards/ doors/ some flooring) or services (electrics/ gas/ water/ ductwork) will require consent of the landlord. Basic decorating, putting up pictures or fittings for window treatments (curtain pole/ track/ blind), flooring that is easily removed (carpet/ laminate) may not need the consent of a social landlord.

    I wouldnt worry about it. If it's a lath and plaster ceiling then it is very unlikely to have asbestos in it. It may have an artex coating on it which might contain asbestos but apart from that it's very unlikely.

    Also lead in paint is an issue but mainly in gloss paint on woodwork like skirting boards, door facings, window cills and surrounds. I think the UK only banned lead in paint in the 1960s (a bit crazy if you ask me).

    I wouldn't worry about the horse hair plaster.

    In any case there's nothing you can do now anyway. So don't worry about it.

    Lead paint is only a problem if you eat it. Fortunately it doesn't taste good.

    If you're sanding lead paint you're going to be spreading the dust everywhere which is not good.

    Indeed. As is sanding most paint really, wear a face mask to prevent breathing dust whatever it is.

    You can't say that!

    That's using common sense instead of reacting to the warnings of gory, lingering death caused by not employing 'professionals' who need to line their pockets

    True, but when the paint contains lead the dust can affect brain development especially in children under 8.

    You cant just ignore the lead risk because you want to point out the risk any dust poses. That's not right.

    Sanding paint is never a good idea though. And I'd hope if you suspected lead paint you'd avoid doing something silly, but maybe not!
