Advice on asbestos and lead paint/

You haven't been chewing the paint or inhaling vast quantities of gypsum, which is what plasterboard is mostly composed of.
Unless the ceilings have been replaced withing the last 40 years or so, it is most likely a lath & lime plaster ceiling. Chewing the debris will be akin to munching on limestone or a lump of chalk - May well settle an upset stomach.
If the OP is worried about lead in paint, use a chemical stripper to remove it. Use a decent dust mask when sanding (you should use one regardless of any risk of lead).Her courage will change the world.

If you have concerns about your husband's skill levels in working out whether or not asbestos was a risk in the ceiling then there has to be concern about his skill at carrying out electrical work. Poor quality electrical work carries a far greater risk to people than the asbestos you are likely to find in any ceiling coating.
Furthermore, the fact it is a council house rather than a private rental makes no difference - the work is being carried out on someone else's property. If the work causes damage to that property then the owner may seek to recover their costs in putting it right from the tenant.

When you sought permission from your landlord to cut out holes in the ceiling and redo the electrics (council or HA) they would have been (and still are) in a position to tell you if the ceiling is asbestos or overboarded potentially.
Your tenancy probably does state that you have to have permission for alterations so Tony's comment was fine in my view.
Ask them for details of asbestos within the home. Most will have the information on file if there has been any form of works to the property. If there hasn't been then they can arrange a survey. However you may have to now pay for that.0 -
To be honest I asked advice on the asbestos and lead paint. I didn’t ask for a lecture as a lecture solves nothing. Can’t change anything so his comment isn’t helpful at all. I was asking specific advice and he offered none otherthan to lecture me on sonthing already done0
