you still have not parked illegally
There are lots of legal companies, however private parking is completely unregulated.
In order to access details form the DVLA a pakring company must belong to a so called accredited trade association, there are currently two of these, the BPA and the IPC.
Both of these trade associations exist in order to further the aims of their members.
The trade associations write their own rules for the benefi and to suit their members - the parking companies, these are known as codes of practice (COP) the parking companies attempt to follow these rules, and at time to time they are re-written to make it easier for the parking companies.
Neither trade association offers an independent appeals service in the true meaning of the word, as the appeals service is controlled and /or financed by parking companies and they follow the codes of practice drawn up by the parking company trade associations.
Council/local authority parking enforcement and the appeals are completely different, there is a (reasonably) independent appeals route ( once you get there) and there is representative legislation there to back things up, however with the ticket first, think second as the motorist can appeal attitude of "parking wardens" questions should be asked about hire companies just paying up.
In theory you or anyone could set up a private parking company, join the IAS ( as their bar is far lower) and target hire company vehicles knowing that you would be quids in ( even more so) as the hire companies will in most cases just cough up, it would even be possible to close the loop and run a PPC and a hire company and target your own vehicles, passing the charge to the end user ( plus a tasty admin fee)
so as you can see the system, especially with private companies is wide open to abuse, dodgy dealings and sharp practice.
Thats why its important to understand the difference between a real parking ticket, and a private parking ticket, plus whats illegal and whats not

As I said I was completely unaware of these companies but what really disgusts me is that the Department of Transport allows these companies to operate at all! Sounds like this dept. has no teeth at all when it comes to protecting the driver.0 -
You have not been fined, it's just an invoice
As far as being legal, anyone can set up a business, it's how they operate it that depends if it's done legally
The only authorisation they require is being a member of the BPA
which allows them to get your details from the DVLA
The BPA by the way has more scammers as members than you can imagine.
I strongly suggest to take time out to read everything otherwise you will become their next victim. Those who read the info on this forum will win ..... it's up to you
I have won in this instance as I challenged the charge and it has been cancelled, however, I am now considering writing to my MP to complain about the existence at all at our supermarket car parks.0 -

the companies that do this operate right at the edges of the law, and are legal companies but have found a way to make a minor issue into a court case and charge hundreds of pounds , its not the parking they want, its the invoices they can send out with impunity and scare people into paying large sums
the private parking charges are INVOICES, nothing more , definitely not "FINES"
nobody has done anything "illegal", as to to so would mean intentionallly breaking the law
but its still a sc@m that parliament is putting a stop to (hopefully0 with Sir Greg Knights parking bill (code of practice)
this will allow the DfT and other departments to create the rules and thereby stop the sharp practices
ie:- they need a law to bring it under control
please educate yourself on this topic, like we have done , and get your local MP to support this new bill
you did nothing "illegal" , (nor did they either)
you didnt get a "FINE" , you made that up, as you received an INVOICE
and I do not believe that "private parking charge notices" was in the hire agreement, those agreements usually cover local authority penalty notices etc , from authorised and regulated authorities and government departments , not private parking companies and their invoices
