Yes it is ...
Mr David Potts CEO
Email david.potts-ceo@morrisonsplc.co.uk
The keeper has received a reply from the branch, must be the manager who has asked the keeper to send details of the PCN No. and reg no. to him to investigate. If the keeper doesn't receive any response then the CEO will be the next port of callThanks.

OP, your continued misuse of the words driver and keeper are likely to cost you money.
It was the driver who parked the car and it was the keeper who subsequently received a Notice to Keeper through the post.
For example, your most recent post might have been better written as:The keeper has received a reply from the branch, must be the manager who has asked the keeper to send details of the PCN No. and reg no. to him to investigate. If the keeper doesn't receive any response then the CEO will be the next port of call. Thanks.
You would be wise to review and adjust your other posts similarly.0 -

Have now done so!0 -

Thanks.
All that matters is the manager has got the PCN info.
Let us hope the manager understands data protection and does not
refer to you as the driver .......
Why do you dither on this ??? The only person to complain to is the CEO. It's fast, it works and no faffing around with a glorified shelf stacker0 -
Don't quite understand your suggestion in the last paragraph, it was the driver who received the reply from the Morrisons branch, NOT the keeper who is the car hire company who is pursuing payment for the fine and admin fee. The keeper has had no communication with the store manager.
Had I done so, you would be right.
POFA Sch4 defines keeper as:“keeper” means the person by whom the vehicle is kept at the time the vehicle was parked...
I.e. the person who hired the vehicle from the rental company is the keeper. The person who received a reply from Morrisons is the keeper.
I really hope that you can see that by saying anything else you are telling the PPC who the driver is.0 -

no it wasnt, it was probably the HIRER or LESSEE , or KEEPER that received the reply from the manager
the only way a PPC knows who was driving is if somebody is stupid enough to blab about it so it is unlikely that any pcn has been sent to a driver, but highly likely that the pcn has been issued to the day to day KEEPER, which is the hirer or lessee
as far as we are concerned, all these parties are different people and the HIRER (KEEPER) hired the vehicle, so the HIRER received the paperwork
OWNER, REGISTERED KEEPER, KEEPER , HIRER , LESSEE , DAY TO DAY KEEPER, DRIVER
The KEEPER is NOT the car hire company, they may be the REGISTERED KEEPER named on the V5C but they are certainly not the keeper as far as this pcn goes, the KEEPER is the person who "keeps" the vehicle on a day to day basis, and is the hirer or lessee or whatever you wish to call them whilst it is out on hire contract
you may think this is pedantry, but its actually very important and you are just not "getting it"
forget about who was driving , (unless some fool has actually told them who the driver was) concentrate on winning this by being one of the other "entities"0 -

I didn't dither, I couldn't find the CEO name so emailed the store. As I said, if I get no response (although he did say he was investigating the charge), then I will contact the CEO. Thks.0 -
I carefully did not use the words Registered Keeper.
Had I done so, you would be right.

Ah, I see the difference now, sorry !0 -

Sorry, I misunderstood who actually is the keeper but I think I now see what you mean.0 -
