Does anyone know when Euro Car Parks took over the parking land on Morrisons Car Park in Cannock?

The keeper visited there in September 2018 and parked there and never saw any parking notices for Euro Car Parking although the keeper has parked there regularly in the past and has never been fined previously though the keeper has always parked on there for several hours whilst shopping both in the store and in the shopping centre and never saw any notices then either. The keeper had been staying with a relative in Spain for several months and went back to do some shopping and parked on Morrisons Car Park and the keeper has just received a Parking Fine from the Car Rental Company the keeper hired the car from with an admin charge totalling £100 !! Anyone know when they started charging there and how long you are allowed to park before you are fined ?

    I don't know when Euro Car Parks took over but evidently they have!

    Now for the good news: hire car PCNs are the easiest to contest (and win!) if you follow the advice on this forum carefully.

    However you must not reveal the identity of the driver at any point. And as the parking companies lurk here you need to edit your post ASAP to conceal it. Write that the driver did this and that.

    First thing to do is to check out the hire car section in the Newbies' thread, it's a fair way down and is an invaluable starting point.

    Then give us more details: exact date of parking event, alleged contravention etc.

    Another thing to do is to email the CEO of Morrisons or landowner / agent of the shopping centre to complain and also to insist that they get the charge cancelled (it is not a 'fine'). There is a complaints to landowner section in the Newbies' thread too.

    Have you not received a notice to hirer from the parking company? Re-reading, I'm beginning to think that the car rental company has paid .... is that so? If so, you may still have redress. Start with the Newbies' thread though.

    Its critical that you understand the difference between a parking charge notice (PCN) and a Penalty Charge notice (PCN) as well as understanding that private companies do not, and can not issue fines.


    The hire company's terms will most likely mention fines and penalty's, and not parking charge notices - what does it say?

    what are the terms and conditions for the hire of the vehicle
    From the Plain Language Commission:

    The keeper can't see where to edit the reply now 12 hrs later, also how can the keeper take his/her name off as "poster" as it would appear that might be impossible.


    The hirer who hired the car had two documents attached to the email, "Notice to Keeper" which states "This Parking Charge Notice serves as a Notice to Keeper" which appears to have gone to the Car Hire Company with the details on and an Invoice which on closer inspection seems to indicate a "Fine Recharge" and a "Fine Administration Fee" and it does state £50 for each, so it might be that the fine was paid within the time limit to reduce the charge from £90 to £50, so a total of £100. The exact time on the notice is 11.03 to 14.05 and the contravention was "The Vehicle was Parked Longer than the maximum period allowed". The incident happened on 17/9/18 but the hirer has only just received the documents yesterday by email.

    Have contacted the forum and am waiting for a response. Have also edited my post as advised.


    I have also emailed the store using their formal email system but obviously cannot get the CEO's contact details.

    Please see my response above. The exact wording on the car hire voucher is "you are responsible for any charges and fines, including tolls, congestion charges, speeding tickets and parking or traffic fines".
