The ECJ ruled that the UK was out of order in making dim-dip compulsory. That's very different from banning it.

Dim-dip was fitted to many new cars in the UK for a long while after 88 - I've had it on mid-late 90s cars. I always disable it - not just because it's pointless if you're using your lights correctly, but because it's a great way to kill dip bulbs.
And the regulatory environment is different now...

I do find it revealing what different countries do, I am surprised you say some countries mandate headlights on.

Australian Design Rules used to be quite separate, which was a right PITA for those looking to do personal imports - but they are pretty much synchronised with UNECE now - they already use Euro emissions standards, as do most of the non-NA/non-Far East world.
Many countries require drivers to have lights on all the time - a lot of central European and Balkan countries, as well as Scandinavian countries - which (as a generalisation) requires them to be automatic with the ignition, and which also requires headlamp washing, even on non-HIDs.0 -

Shame you missed out on the hat-trick by calling it a 205 though. Do you know of any 10 year old 205s? I've seen some that are at least 10 years old but not just 10 years old :T0 -

I run LED number plate bulbs as well and it's a 12 year old Fabia vRS.
They're not really much brighter than the standard ones but the main reason i wanted them was the same reason i went for LED sidelights and the Xenon headlights. I find the yellowish colour from the standard bulbs fine, but quite old and aged looking.
The whiter output from the LEDs makes things little a little more modern and cleaner they but certainly don't blind or dazzle anyone.All your base are belong to us.0 -
