I've checked MCOL and it doesn't mention anything about a CCJ. In the claim history box the last entry says DQ sent on 18th. Nothing else.0

Rang the courts today and they confirmed that no CCJ has been awarded to VCS.0

I think you need to make a complaint by email to VCS and tell them you are going to draw this to the attention of the Judge, you will include it in your WS and you will be reporting them to the IPC.
We don't make enough complaints to the IPC. You can't email them but you can register to complain about a PPC, as long as you have complained to the PPC themselves first.
Be really robust and angry about that letter, in your complaints.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
