I just found another thread for a parking charge at the same retail park. I can't link it but it's about Flora Street in Sheffield from User BigAlC and I have a feeling that this dude had exactly the same issue.
Interestingly enough they used code 81 for parking in a restricted area but the area did not have any markings on the floor that is was restricted. Not sure if not parking in a signed bay counts as code 81.0 -

with this being a lease / hire car you need to get hire co out of the loop , you appea; ASAP , NOT IN 28 days NOW to my parking charge as the keeper , do not say hire/lease or shoe size
use the template letter in the newbies thread
you can speak to shops whilst this is going thru , but do the appeal NOW to stop them contacting DVLA and getting lease Co details0 -
'Code 81' is an utter irrelevance. Is just masquerading as an official council penalty charge notice which uses similar numeric code to allocate a charge to a particular infringement.
Don't get sidetracked by it.Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .

I just re-read the newbie section - so I am ok to go through their appeals process on their website? Thing is, I have to add some sort of contact details...ahem.. So I guess email should suffice? It only give sme precanned responses as reasons why I am disputing the charge from the drop down menu and i asks me to put in all my details. I am not sure if that actually hurts my case or not.0 -

With these ones, VCS say they are not a PCN at all, and thus they WILL get the keeper's details next week.
So if it were me I would be emailing (NO PHONE CALLS) Europcar to tell them that you categorically DO NOT authorise them to ever pay a private parking charge and that you know VCS are about to get Europcar's data re VRN xxxx xxxx that you hire/lease. Therefore, you require Europcar to do two things:
- note your hire/lease file to clearly state that any/all private PCNs are NOT to be paid, and instead Europcar in your case must only pass on your details as hirer to transfer liability in accordance with the POFA (and the responsibility for doing that properly is Europcar's), and
- note the impending VCS fake PCN that is about to arrive, and DO NOT allow any staff member to pay it, and to follow the above procedure.
You cannot stop VCS getting DVLA data by putting something in online, because this isn't a windscreen PCN (according to the warped minds at PPCs) and VCS will be about to send a postal PCN anyway to Europcar, regardless of what you put in online.
These are different from windscreen PCNs.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

If they're requiring your postal address, give it to them, because if they initially go after the hire company they will get it then.
