Widowed retired new credit card overseas spending

My father recently passed away. My mother has a 2nd credit card on his Capital One account. She is going to notify them in the next few days. She doesn't currently have a credit card account in her name. What I would like to know is... a) Should she ask Capital One when she cancels for an account in her name. But she is retired now, when they took out the card they were not. b) Just apply elsewhere ideally one which does not charge for using overseas. I am mindful that she is not employed and retired,maybe she cannot obtain a good overseas spending card. And Capital One may now not entertain her.

In answer to your questions.....
a) she could, but then she could just apply anyway.
b) she can apply wherever she wants, if successful this would be her own account. If the eligibility checker gives low chances for a good 'overseas' card, just go for any card with the best chance, to use for hotel deposit on check-in etc.
Then get a debit card or two that have no overseas fees, for actual spending and cash withdrawal. Starling Bank and Monzo are best if she uses a smartphone. Metro Bank is perfect for Europe. Virgin Money Essential account... Loot.io prepaid... Etc...Evolution, not revolution0
