OP, if you are worried about any legalities, noisy neighbours are normally dealt with by your council. It varies from place to place, but normally the council would look at whether the noise is unreasonable and also whether the nature of the property has an impact. I work in Environmental Health and we wouldn't take action in relation to the sort of noise you are talking about. As others have said, it's normal day to day noise, and not at unreasonable hours. Things like loud music and TV's are different as they can be easily controlled, kids generally can't be prevented from making some noise. Gags aren't allowed apparently.
Generally with older terraced properties, the noise insulation is pretty poor, so even being able to hear your neighbour and vice versa doesn't mean that you would be in trouble, but if you were doing DIY late at night or had music playing late on a regular basis, we'd have to consider whether your noise is too loud, or whether the lack of insulation makes it seem too loud to your neighbour.
There is no specific time where noise is permitted or not. General rule of thumb is up to 11pm (local pubs etc.) but there can be noise nuisance earlier if it's really bad.
It sounds like you are trying your best, so whilst your neighbour is always entitled to moan, you don't have to do anything more than what you are trying IMO.0 -

Your neighbour is not doing her child any favours by not letting him learn to sleep while some normal outside noise is going on. How will he cope with a future wife if he has been taught that only his sleep needs matter?

The simple fact is that you do not have to be silent at all. Tell her to not contact you again and if she persists call the police (obviously non emergency line)0

Legally it can rarely be considered noise nuisance if not between the hours of 11pm and 7am. She has no right to make you feel uncomfortable in your own home, you are not doing anything wrong and I think you should ask her to stop texting you about this - it must be quite unpleasant and is invasive. Even though you might like to get on as neighbours just tactfully try to let her know that the noise is not extreme considering the layout and structure of the houses and you feel it's unfair of her to keep contacting you about it.
Even if your children were noisy after 11pm it is unlikely to be considered a statutory nuisance to neighbours - the bar for this is extremely high - I had a neighbour playing rave music frequently at 3am and it took over two years to evict him.0 -
