If you want to find out more about your rights you could email the EHRC and ask if they can support you, or at least can see an argument for appeal, based on your facts and the Equality Act.
An email to them might be worthwhile but if they say they can't see you can argue it further, then you will have to pay it and complain to your MP and the landowner.
You could, if you fancy it, sue the landowner for this loss, given they have a duty to make proper provision under the EA and have allowed their parking scammer to ignore the EA and not make reasonable adjustments. Your case would be better if you complained to the landowner at the time and they did nothing to resolve it because you could sue them for THEIR failure to adhere to the EA.
Costs £35 to sue for £500, which is cheaper than the appeal (£110?) and might put the wind up the landowner enough for them to reimburse you...

'provide legal advice
provide representation in any legal proceedings
provide advice on court or tribunal procedures once a claim has been issued
advise on the strength of a case or the evidence needed to prove a case
provide advice to employers
provide advice to solicitors and other professional advisors'
So not much support at all in this case. It seems the EA isn't worth the paper it's written on.0 -

The judge we had, apparently started his legal career as a parking adjudicator for 5 years. It's all just a roll of the dice and the courts contradict themselves. Rights in this country are slowly dwindling away and no more so than the rights of disabled people. I think I have to let this go now before it consumes me. The little person loses, what a surprise.0

This has really got to me, the hours and hours spent researching and fighting this just to be kicked in the face. Remember when George Osbourne's chaffeur was photographed in a disabled spot, do you think he was fined? One rule for the elite another for the peasants. More cash you have, the more justice you can buy.0
