    OP, there are no laws, this is an entirely unregulated industry which is scamming the public with inflated claims for minor breaches of alleged contracts for alleged parking offences, aided and abetted by a handful of low-rent solicitors.

    Parking Eye, CPM, Smart, and others have already been named and shamed in the House of Commons as have Gladstones Solicitors, and BW Legal, (these two law firms take hundreds of these cases to court each week, hospital car parks and residential complex tickets have been especially mentioned. They lose most of them, and have been reported to the regulatory authority by an M.P. for unprofessional conduct

    The problem has become so widespread that MPs have agreed to enact a Bill to regulate these scammers. It has even been suggested that some of these companies have links with organised ccrime.

    Watch the video of the Second Reading and committee stage in the House of Commons recently. MPs have a very low opinion of this industry.

    and complain in the most robust terms to your MP. With a fair wind they will be out of business by early in the New Year.

    I think we all agree that the tactics of these parking companies and debt collectors is the modern day version of the Krays and Peter Rackman.

    Gladstones and BWLegal are the latest Wonga, adding on charges to suit themselves. The other small legals just follow on like a bunch of lemmings

    We do have crooks in our midst which needs a government crackdown

    I think we need to run with that speculation at every opportunity and feed MPs with that thought. It's not beyond the realms of possibility.

    The industry is unregulated, has more than one firm with (known, in newspaper articles) criminals as Directors, and they sink to atrocious lows, lies, and conduct and do not pay VAT in most cases, and make a stupid amount of money for no service whatsoever.

    Why NOT suggest that it would not be a huge leap to suggest some may have connections with organised crime? Go for it, in every MP complaint.

    The problem with organising crimes like this is that they fail at the final hurdle by passing the paperwork to Gladstones. May be organised but not very bright.

  • They rejected my appeal and they never provided me a photo showing me clearly parking in a restricted zone. Is that enough to submit to POPLA?
