    Most likely the latter.

    I assume it's a safety margin of error, my old 206 was similar, you could get to 0 range and still have time to drive to a station though I try and avoid it, only do it once or twice to get an idea of how much the tank holds

    Yes it's easy. When you squeeze the handle on the pump head, do you feel/hear the fuel coming out? If not, then the fuel isn't coming out. If you do then it is.
