Which suggests on your particular car they've designed it to leave approx 5 litres in the tank when the range = 0 OR (more likely) your sender unit is slightly out and it thinks theres slightly less fuel in there than there is.
Most likely the latter.
I assume it's a safety margin of error, my old 206 was similar, you could get to 0 range and still have time to drive to a station though I try and avoid it, only do it once or twice to get an idea of how much the tank holdsFrench electrics dodgy? Surely not;).

Yes it's easy. When you squeeze the handle on the pump head, do you feel/hear the fuel coming out? If not, then the fuel isn't coming out. If you do then it is.0 -
