Why don't you just tell him to agree with the case being heard on the papers, but HE will have to sign that DQ, not you forging his signature.
He will then likely lose because no-one seems capable of defending the case, and HE (husband) will get the CCJ.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Can I just ask if I did agree to papers only can I put a defence on there? Would I get a reduced charge maybe if I quoted things like foga stating can only charge original penalty amount?0

I didn’t think the outcome would be good. I know to anyone that doesn’t know my hubby it’s hard to understand., even I don’t but he will just say he caused it so he can deal with it. I can’t believe how this has just overtaken my life at the moment looking for a way out, it’s so unfair0

Yes you could very well end up paying less BUT for a 'papers only' hearing your defence will have to be tip-top, not impossible but lots of work and there are superb defences already on here.
I don't know what 'foga' is but if you mean POFA then yes again you would use lots of arguments to strengthen a defence, others can advise better than me.
Oh and one more thing, I believe you can opt for paper hearing at the last minute (a week before hearing I think???) putting the scammer to even more work thinking you are attending, there's lots you really need to read up on0 -
That sounds fair enough, it would be much easier if my son went to court , or could he call and make an offer of smaller amount?

So basically bottom line is do papers only, I won’t win, and will have to pay the total inflated cost anyway? So it is a no win situation as I can’t get the court case defended by hubby?0
