What nobody seems to have mentioned thus far is that there are crimnal penalties already in place if keeper details obtained from the DVLA are misused, as this chapfound to his cost.

it is about Data being given to unregulated companies

You really must read these articles properly.
Quoted from that article ...
"The DVLA suspended OPC from accessing drivers’ details electronically, as the BPA carried out an investigation into the firm but just 44 days later, the trade body gave OPC a clean bill of health and the DVLA lifted the suspension."
