    A CCTV system (according to the ICO) is a fixed surveillance camera which a dashcam won't be as it is moving inside your vehicle.

    I'd also seen that flaw in that statement but decided not to point out the correction as it was clear what was meant. ;)

    I would contact your local council and enquire about the signs. CCTV signs put in place by the community council or CCTV company should have the contact details of the person or persons responsible for the CCTV system. If there is no contact details there should be. otherwise DIY

    I doubt whether anyone is waiting for an answer after three months.
