I am scared. Please help. UKPC requested driver’s details before appeal decision can be given.

I’m a single mother in difficult financial circumstances.

My ex lives in a block of flats on private land. UKPC control the parking. I parked for all of 5 minutes to collect my children because he refuses to bring them down to me. I received a trucker for parking on double yellow.

I appealed. I included my ex’s council tax bill to demonstrate that I had been visiting someone who resides on the land.

I then received the following

Thank you for your recent correspondence in relation to the above parking charge.
In order to make a final decision regarding your appeal, please provide the drivers full name and address to our Appeals Department within fourteen days of the date of this letter.
Further correspondence may be sent by submitting another appeal on our website at [], or by post to the address overleaf. Please ensure that if sending evidence by post that you include the parking charge reference number and vehicle registration.
Failure to provide this information will give us no alternative other than to make our final decision based on the previous information received. At this stage a POPLA verification code will be provided.
The parking charge has been on hold whilst under appeal and may be settled in full at the reduced rate of £60.
PLEASE DO NOT IGNORE THIS LETTER. UKPC REGULARLY TAKES MOTORISTS TO COURT WHO IGNORE THEIR PARKING CHARGES. PLEASE SEE: ] FOR FURTHER INFORMATION.

    Ignore that letter. You will get a POPLA code soon which is where you will kill the charge.

    In the meantime read the thread at the top of this board that tells Newbies to read it first. It contains all the information you need.

    Such a load of old rubbish from UKPC.

    This is typical of a known scammer and fraudster.

    They cannot refuse you an appeal. They have the keepers
    details and that is all they are going to get

    UKPC are just another scam member of the BPA

    THEY MUST send you a POPLA code and then you come
    back here

    Just like all the parking scammers, they have a go
    at court ..... does not mean they will win ?

    It's a fishing trip. Without knowing what was in your appeal to them I can't say with 100% certainty but I can guess you didn't actually name the driver.

    These idiots don't rely on POFA so absent a drivers details they aren't certain who to chase. That's why they want them.

    They are obligated to provide a POPLA code. Watch out for it in junk mail. You should win at POPLA on no keeper liability and driver not identified. That's assuming you don't tell them who was driving.
  • As said by the regular contributors, this is standard, and not to be worried about. Ignore, and they will send you a rejection, and a POPLA code - to enable you make a second "independant" appeal.

    Spend the time between now and receiving the rejection reading up, so that you understand.

    Key to this is that they do not know who the driver is, and you will not tell them. They will struggle to take you (keeper) to court, unless they jump through a series of hoops first. That is why they have lied and implied that you have to tell them who the driver is. You do not. That is what the POFA was for.

    If you go to the top of this page you will see the following file list (breadcrumb trail):

    The third thread is entitle "NEWBIES - read this first" (or sometiing very similar)

    Click on that thread.

    There are only 4 posts, (number in top right) but each post is long.Read post 1, this is background info as you have appealed. Scroll down to post 3 - this is for second stage POPLA appeals, as you scoll down within post 3 you will find the appeal templates for various points - e.g. bad signage, not POFA compliant, Driver not Known etc..

    Do take the time to read all the info as it affects when you appeal, - depends on which company, and if you had a ticket on your car or not. From all this info you can compile your own POPLA appeal, and post it here for the regulars to check for you before submitting.

    Appeal to POPLA. You should have found the thread for Newbies. It's at the top of this board. There are plenty of links to winning POPLA appeals in it that you can use as a framework.

    No POFA reliance should be your number one point.

    Hi all,

    I am a little perplexed.

    I received a letter saying I must give them the name of the keeper. That was end of October. I didn’t reply. 6 weeks later I haven’t heard a thing.

    Is this normal?
