Thanks guys for your input. Is it worth me contacting QDR to let them know I'm waiting on the SAR from PWE?
No point in doing so. QDR have no part to play in the SAR issue, and in any case won't do anything to help you.

I know it might be difficult, but try to keep things in perspective and not let them get to you. Nothing needs to be done unless or until you receive a LBC or a formal court claim from the Northampton CCBC. In 2019, from 9,403 tickets issued, PWE were involved in just 2 county court cases, and neither of these might have been parking related. They could have just been disputes with suppliers, for example.

I think I'd try to sleep easy. You've plenty of help here if things go further, but I'm not convinced they will.

There is no credit rating issue as long as you pay any court judgment , in full , promptly , within one month

It is not paying the judgment promptly that causes credit rating issues

So if you lose in court , pay it off in full asap , to avoid any issues

Meanwhile , follow the advice above

You say 'decree' so is this in Scotland?

And you say you've had letters for five years - in Scotland the limitation period to bring a case to court is five years.
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

The alleged offence was in England Aug 2016. I live in Scotland though but I presume the limitation period is based on the location of the offence, no?

In any small claims court case, a non-business defendant chooses the location of the hearing. As you live in Scotland, they would need to come to you - and you are out of jurisdiction of the England/Wales court system. This will be anything but a 'Simple Procedure' (as it's known north of the border).

You can do one of two things - write back and inform them that should they issue proceedings, you will immediately contest jurisdiction and claim the costs of doing so against PWE (£100), plus, as they are now aware of your position, costs for unreasonable behaviour in attempting to sue a resident of Scotland via the England/Wales court system. Or, just wait and see if they can even get past the MCOL system, which should filter out any Scotland address in issuing court papers.

    Sleep very easily.

As Umkomaas says = no.  You are not long from the 5 year limit but don't tip them off!
