You know what it means if a NTK is served late, the NEWBIES thread (and the POFA) tells you!
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
CLICK at the top or bottom of any page where it says:
Home»Motoring»Parking Tickets Fines & Parking - read the NEWBIES THREAD
  • Notice to keep now received with the reg corrected. Just a bit confused though, when do you get a popla code and how. DO they write to you? I have tried reading the newbie thread again, but cant find the answer. Should the notice to keeper be ignored? Thank you

Well it's going to be at least fourteen days following the letter you mentioned in post #18, isn't it?

When they reject the initial appeal they will send the appellant a PoPLA verification code.
  • OK so the notice to keeper should be ignored as well as the letter you mention. So it is a case of waiting for a rejection letter and then following an appeal process via popla
  • Hi I am still a bit unclear about what should happen next. Three notice to keepers have now been received, all duplicates. They say after 28 days issue will be passed to debt recovery. I am not clear from the thread whether they write again to outline the appeal process and provide a code? Any help appreciated? Thanks

    So have you appealed?

If you have appealed then they have to either accpet or reject the appeal
If they reject then they have to include a code for POPLA.
  • Yeah appeal sent in about three weeks ago. I think i have got confused because of multiple letters asking for drivers name, plus three notice of keepers, none of which mention final decision or popla. SO presumably despite the notice of keeper saying issue will be passed to debt recovery, they will actually formally decline the appeal and provide a popla code?

Do all these apparent duplicate letters have the same PCN number on them?

Or is it possible they are for different parking incidents?

Indeed, the normal reason for three NTK would be three tickets. So, did you appeal 3 tickets or just one? Are the NtKs for the same incident or different?

You need to give us fats and not guess work here.

    UKPC are fraudsters, read this

    https://www.telegraph.co.uk/news/uknews/crime/11858473/Parking-firm-UKPC-admits-faking-tickets-to-fine-drivers.html

This is an entirely unregulated industry which is scamming the public with inflated claims for minor breaches of alleged contracts for alleged parking offences, aided and abetted by a handful of low-rent solicitors.

Parking Eye, CPM, Smart, and others have already been named and shamed in the House of Commons as have Gladstones Solicitors, and BW Legal, (these two law firms take hundreds of these cases to court each week, hospital car parks and residential complex tickets have been especially mentioned. They lose most of them, and have been reported to the regulatory authority by an M.P. for unprofessional conduct

The problem has become so widespread that MPs have agreed to enact a Bill to regulate these scammers. It has even been suggested that some of these companies have links with organised crime.

Watch the video of the Second Reading and committee stage in the House of Commons recently. MPs have a very low opinion of this industry.

and complain in the most robust terms to your MP. With a fair wind they will be out of business by in the not too distant future.
