I committed a speeding offence on 20 April this year, and received a N.I.P dated 17 May.......well after the 14 days limit. I decided to attend a Speed Awareness Course, (£88), rather than take a Fixed Penalty, (£100), and 3 points on my driving license. Do I have case for appealing this?0

Not now ... by accepting the SAC you effectively admitted guilt.
You don't admit anything. You agree to dispose of the matter by accepting a fixed penalty, rather than opting for a court appearance, where you would have to plead guilty or not guilty.
The inference is that you must be guilty or you'd take it to court.
Admitting you are guilty is when you accept a caution for something- it goes on your Criminal record and has the same status as a conviction.I want to go back to The Olden Days, when every single thing that I can think of was better.....

Meh.... perhaps. Staffordshire Police certainly didn't forget to post one to me within the timeframe, when I was had. In fact, it appeared obnoxiously quickly.... like it was printed and posted before the camera van had even moved.
My feelings are this.... had it been late, and I had evidence to prove my letter was late, I would have tried to argue that they had failed to comply with their legislation. You don't even need Nick Freeman to know that it's 14 days. You could quite comfortably mount that defence with no legal background. You just need evidence that's presentable and Beckham had people from Bentley and postage marks I assume?
As for the original mistake...... it's possible that you've got a bunch of bumbling incompetent overweight coppers sat in the office eating donuts and drinking coffee, talking about how crime won't crack itself, laughing about the fact Beckham has been had by a speeding fine "oi post this Johnny lad, give it a kiss when you drop it in the box", "yeah yeah will do tomorrow mate, just sending a photo of it to my wife".... Then Johnny decided to take a sick day so his kids could go Alton Towers and the Detective Inspector was buried in all that paperwork and..... tomorrow never came and Johnny only realised he had forgotten to post it when it was too late.
Probably/almost certain not how it went down, but it sounds a great comedy.

People who break the speed limit should not be able to get out of it by something like this, it is ridiculous.
I hope if he gets caught speeding again he pays the price.0 -
Surely whether only goes on your criminal record depends on the nature of the offence?
You should only get a Police caution for something that could end up with you facing magistrates court (something as minor as common assault or some people have received cautions for pretty serious offences) so in essence something that would lead to criminal record if found proven.0 -

But there are many offences dealt with by the magistrates court which are not recordable. With some exceptions, only imprisonable offences lead to a criminal record.0 -

I do agree; but there is a forum section on here that deals with getting off motoring offences.
If I was served papers too late, I would be looking on that forum for advice.0
