Dear Zoe the Compliance Investigations Officer,
No, your 'information' is nothing but a typical BPA template fob-off and is of no use whatsoever, and shows you have not read my question.
It is shameful that the BPA keep doing this to people, whilst propping up an industry that was declared by Parliament s operating an 'outrageous scam' with the British Parking Association held to be ''as much use as a multi-storey car park in the Gobi desert''.
One would have hoped, since February, that the BPA would have made more of an effort to distance itself from that reputation rather than reconfirm it every time someone sends a complaint to your Compliance Investigations 'team'. Clearly you spent less than a minute sending that 'customised' email.
Shall I escalate this to Steve Clark, seeing as no-one else at the BPA seems capable of replying without a 'custom message' and there is no hint of any customer service ethic, or even bothering to read a complaint, in your reply at all.
Please re-read what I have said, this is not a matter to 'appeal' and clearly your operator has no reasonable cause to have my data at all.

After sending the email you wrote, I’ve just had my second reply off the BPA..
“Dear Mr ,
Thank you for your further correspondence.
I am sorry to hear that you did not find our initial response to be useful.
When a parking contravention occurs, the operator will obtain the details of the Registered Keeper of the vehicle from the DVLA and then issue a Parking Charge Notice using this information.
The operator has an internal appears process which allows motorists to raise any concerns they have regarding the charge and to advise if they feel that it has been issued either unfairly or incorrectly.
If you believe that your VRM has been cloned, we would suggest that you report this to the police (which it appears that you have done) and then inform the operator of this via the appeals process outlined on the Parking Charge Notice – I would recommend that you supply the operator with any evidence of this (such as the crime reference number that you should have been given by the police). We advise that you make the operator aware of your concerns as they will not know that the VRM has potentially been cloned and if the charge remains unpaid and unappealed, they may continue to pursue you for payment of this.
I note your contention that the operator did not have reasonable cause for obtaining your details from the DVLA, however, if a motorist driving a vehicle with a number that matches yours has breached the terms and conditions for parking on land that they manage, this consitutes reasonable cause.
As previously advised, our role as an Accredited Trade Association is to investigate alleged breaches of specific points raised within our Code of Practice. As your complaint falls outside of the scope of what is covered by our Code, we are unable to become involved.
I trust that the above information helps to clarify our position.

Please kindly be advised that the BPA defines a ‘complaint’ under this Policy as below;
“Definition of a Complaint
Any expression of dissatisfaction made to the Association about any of its products, its services or the behaviour/conduct of;
1. an Association employee or
2. an elected or appointed member of the Association acting on behalf of the BPA in their dealings with the complainant, where a resolution is expected.”
In essence this means that a complaint under this Policy would need to be about how your case has been handled by our team at the BPA and not about the conclusion that has been reached.

I am inclined to think that the PPC did have reasonable cause.
However, once they were informed of possible criminal activity they should have suspended all action. This may not be in any Codes of Practice, but it is common sense, something which the BPA seems to be short of.You never know how far you can go until you go too far.0 -

My number plate has been cloned but the car is clearly different with my car according to the photos of PCN. I have done everything like obtaining police ref , challenging the fine but have not written to DVLA or UKPC Data protection. Since this is not the same car why DVLA has been released my information to the PCN companies. Please help as my English is not the best. Thanks in a million.0

Do the same as the person above.
Copy and edit the DVLA and BPA complaint email.
