As you quite rightly say, the scammers did not have a contract to scam.

Does the landowner/MC/MA know about the possibilities of criminal action against their contractor, and whoever employed them?

How about informing the local newspaper that all tiickets from this car park were wrongly issuedt.  It might inspire a few people who paid to ask for refunds.   Also complain to your local Trading Standards Department.

I've advised in my communications to the Estate Management and to PCM that this would be referred to the Attorney General by the Judge.

I had emailed the DVLA and Kadoe email addresses on 20 May which you advised me previously, asking why they cannot now restrict the use of my personal data - but have yet to receive a reply from them.
