    So to confirm, I will still appeal online via pcm even though their letter states it's too late, as I never received ntk in the first place. At the same time, Sar request to pcm data protection officer.
    Prepare suggested letter in advance.

    I wouldn't bother with an appeal, just a SAR to their DPO.

    A subject Access request could be as simple as "Please send me all information, photographs or other that you hold on me"

    Add name and address and all references to Car Reg and PCN number or any other reference they have quoted in order for them to retrieve this information.
