Housekeeping are definitely in the wrong to be going into a guest's bag unless there is a very strong suspicion that the guest is deliberately stealing and even then I would expect a manager to ask/challenge the guest to open it first.
However - if I am left a complimentary item in the hotel and I don't want it that day - I leave it where the hotel left it until I do want it. I wouldn't put it in a bag unless it was to take it out with me and enjoy somewhere else. That really does sound like the OP was hoping for a replenishment every day.I need to think of something new here...0
