No, the only other option is that it was part of the mini bar, in which case they would have been billed on departure.

The first lot of wine was complimentary, the second lot must have been put in the room by mistake so were taken back by the house keeping staff.
Although I agree they shouldn't have gone through the OP's bags, the fact the bag was open makes it less of a violation. Also if you are in a hotel room and leave items in the room you have to be pretty naive to think that the house keeping staff don't have a look at your stuff!0 -

Additionally, the OP has said the wine wasn't visible.
In the Ops first post they were surprised to see wine in their room, in a further post they said t was complimentary.

It is possible the housekeeper just stole it while looking through bag to see what else there was to steal
it still comes back to, if the Op had spoken to reception at the time, it most likely would have been resolved and all questions answered0 -

Of course it is.
You know that housekeeping will be coming into your room and as such if you have left the bag open, either accidentally or on purpose they are going to see what it is your bag.0 -
