It clearly was not complimentary as they took it back!

Well, what else was it for then, decoration?

No, the only other option is that it was part of the mini bar, in which case they would have been billed on departure.

It should never have been taken back, certainly not after rummaging through bags.

The OP said it was complimentary.
    She was there.
    You weren't.

Additionally, the OP has said the wine wasn't visible.

If the wine was complimentary then they wouldn't have taken it back. It is just basic common sense.

The first lot of wine was complimentary, the second lot must have been put in the room by mistake so were taken back by the house keeping staff.

Although I agree they shouldn't have gone through the OP's bags, the fact the bag was open makes it less of a violation. Also if you are in a hotel room and leave items in the room you have to be pretty naive to think that the house keeping staff don't have a look at your stuff!

In the Ops first post they were surprised to see wine in their room, in a further post they said t was complimentary.

how did they know it was without asking

It is possible the housekeeper just stole it while looking through bag to see what else there was to steal

it still comes back to, if the Op had spoken to reception at the time, it most likely would have been resolved and all questions answered

They have been in the bag of a guest which is wrong whichever way you look at it.

The OP knew that housekeeping would enter that room at some point and the fact they knew this and didn’t put their personal belongings out of sight e.g. by closing the bag shows that they did not mind the housekeeper looking into their bag at their stuff. The objection is to the fact they actually touched their stuff which does cross a line.

I suspect the OP's husband drank the wine and ate the nibbles. This is why he didn't want to make a scene!

    Sorry this makes no sense.

The bag being open is not an invitation to look in it!

    Of course it is.

You know that housekeeping will be coming into your room and as such if you have left the bag open, either accidentally or on purpose they are going to see what it is your bag.
