If my husband is being refused credit cards because he has no previous credit history, then we have to make a credit history! (Despite the fact as already mentioned he has used credit cards for years, Bank account straight from school, worked since 17, had a mortgage since 19, never had arrears in anything, electoral roll since 18 etc. etc.) You seem to already have had the debt you needed: Mortgage complete, you have a credit card for your day to day spending, and a credit card with a high limit as a "just in case"
How would you like it if you applied for a new credit card because you no longer wanted to bank with your current provider I wouldn't like it, but we're talking about you, not me. The card you want to switch is the card with the token debt (that you could pay off tomorrow), not the one that you use all the time - so what you are saying here is non-sequitur.or could get a better rate elsewhere but were refused on the basis that you could not be verified on the Credit Agencies files? yes this is a problem. But you didn't answer my question above, what rates are you after? If savings rates then the problem is an identity verification issue - take it up with the CRAs. If it is a borrowing rate, again, you don't say anywhere that you are looking for cheap borrowing - other than your token debt.
Why do some people on here try to defend the banks so much? We all know they do not have the customers interest at heart, as has been proven by this application by Barclays who don't even have the courtesy to reply.Most of us on this thread have agreed that Barclays are not making a good enough effort to contact you - this does not however, prevent you from contacting them if you want the card so badly.
I am genuinely trying to help you. I understand your frustration at not being able to apply for things, but you also haven't made a case as to why that's important? You don't need to have a token debt - you already have 2 credit cards that show usage. Have you checked with all 3 CRAs to see what is being reported to them? This last question is the single most important thing you can do to find out why you're being refused.

I think hubby will actually look elsewhere as I don't think we would have any confidence in Barclays now!
We shall obviously have to chalk it up to experience and hopefully will not have this problem with another bank!0
