    This isn't a claim, just a normal PCN that will be cancelled in September, if the OP simply sends the usual online appeal from the NEWBIES thread.

    Smart always fold when they see it.

    Say nothing about who was driving and say nothing about the situation/grace periods. Use the template appeal from the NEWBIES thread & please no asking what to add to it.

    Many thanks, not sure why so many questions were asked by other users on this post - only confused the issue. Like you said all info is enclosed in newbies post. Thanks again for common sense reply.

    the questions were asked for any future popla appeal, also so members here could get their heads around why the pcn was issued and under what rule did the PPC think the driver had broken- we often ask questions to get a handle on the "story" and to help the person who has posted about it


    the only appeal to be sent to a pcn is the blue text template in the NEWBIES FAQ sticky thread, so no need to debate that aspect


    hence any debate is to find out "what happened" and then direct the OP towards their best popla appeal if the initial PPC fails


    its that simple


    personally, I was also waiting for the answers to those questions because there was little point in telling you to use the blue text template appeal , that is a given and doesnt need 10 people telling you the same thing


    anyone who has read that NEWBIES thread knows what the first stage is, so if somebody posts a thread about their pcn , its usually about any further stages , not to debate about sending the blue text template , because there is no debating that aspect at all
  • SO, my understanding is:
    It's a P&D carpark with ANPR cameras.
    The recorded data shows you didn't purchase a ticket for 11 minutes after entry, but that you left 1 minute after your ticket expired.
    The gym is a red herring because you bought a ticket. People asked because often gyms offer free parking but you have to enter your reg on a tablet at reception and these often malfunction so users get tickets.


    You don't know who the landowner is. You were asked because often a direct complaint to the landowner gets a ticket cancelled.


    So this is a 12 minute overstay, with 11 minutes at the start and 1 at the end, not a 1 minute overstay. If your appeal doesn't work, we like to plan ahead. And planning ahead will have as its focus this 11 minute period at the start.


    So please can you tell us why the delay? Did it take you a while to find a space? Was there a queue on a busy weekend day? Did you have to wait while annoying people reversed out of spaces ahead of you before you could drive through looking for a space? did you then spend time finding a sign and reading it to see what you had to pay? Or did you realise you had no change and had to go and get some? Please tell us. There are grace periods which should be applied before and after the actual parking to allow for delays of this nature.


    If you want to find out the landowner it's worth your while because they may tell Smart to cancel.
