Highview Appeal response letter query

hi there and thank you in advance for your guidance.
I have joined MSE specifically for your help. I have searched the forum for several days and can't find a specific answer to this question.
I have received a PCN from Highview after parking for more than the allowed time (twice-ignoring the 1st as many others letter say) in a Tesco Extra car park. I appealed as per the Newbies Template as advised in this forum, as the 'registered keeper'. Unfortunately this did not result in a straight up Cancellation letter as I'd hoped/expected after reading the forum last month. I instead have received a 2nd letter (by post) dated 16th August (although I only received this on Mon 20th Aug, from them in response to the appeal (I did this on their website on 4th Aug 2018).
I would like advice on how to respond to this 2nd letter (as other threads say highview will normally have cancelled it after the initial appeal template is sent to them, but this is not the case for me. Especially since i have read countless advice to not provide them with driver details. How do i actually respond to this 2nd letter to get it actually Cancelled, and end any further nonsense letters from them!? Please help. Many thanks.
The second letter states:
" Case Date: 14 Jul 2018
Thank you for your letter concerning the above Parking Charge Notice (PCN).
The representations stated in your correspondence have been noted and considered. Please forward to us the full name and address of the driver at the time this charge was incurred so that we can update our records accordingly.
We can confirm that we will hold the charge at the current rate of £42 for a further 14 days from the date of this correspondence.

Ignore that letter and wait patiently for your PoPLA code.
Once you have that code you will need to appeal to PoPLA.
Guidance on how you might do that is give in post #3 of the NEWBIES FAQ sticky thread.

many thanks both of you. this is England. Regarding the Popla code - is this something i need to apply for myself? I haven't done that. (as i thought the appeal from the forum would've the done the job of getting the cancellation response from them). if i need to get the popla code - is that via the pepicou (spelling unsure) thing I've read about here?
also would you say to try to get it cancelled via Tesco at this stage or the above advice is now my only option? ...sorry just read the last line above - so I can still try Tesco first and if they don't get it cancelled then try the popla code route?Life Coach & Personal Stylist

yes try the TESCO cancellation route , complaining as keeper or as a shopper, not as a driver , proof of patronage will help, so copies of receipts and redacted bank statements , loyalty cards etc
HV need to issue the POPLA code if they dont cancel, until then you are twiddling your thumbs
whilst they are phishing for the drivers details, they wont issue this code, hence sit and wait for it (or they may cancel if it times out due to you ignoring their request)
ideally get TESCO to cancel it, then you wont need to wait for a popla code0 -
ok thank you Redx, I will take your advice - last question for now - any preference regarding Tesco 1) go to store in person or 2) online/email to store 3) online/email to CEO Dave Lewis, is either method better/more successful and therefore advisable to try first?Life Coach & Personal Stylist

depends , store in person may be one method but its time and energy and hope you dont get another pcn as well
or a complaint to the CEO so he makes their HR department cancel it is another , after all , its Head Office that make the decisions , as I found out with ASDA , where the local store had no clue as they dont employ the PPC, head office does0 -

Hi I have just been browsing the forum (again) since my last message - just wondering if there is a template or example email of complaint anyone has sent to Dave Lewis (and been successful in getting it cancelled) anywhere on the forum (that I have not been able to find tonight/missed) before I try to draft my own. There is nothing in terms of a template but it's easy to do.
Whilst you are writing to Lewis, he does not actually reply
and passes it to the CEO 's customers service and you will
get a reply from ceo.customerservice@tesco.co.uk
Take into account that in their smaller stores, they use
their own staff to take pictures which are sent to the PPC
via phones supplied.
So much disrespect from a company who wants you
to spend money with them.
So I have dealt with this ignorant company like this

On xxx my vehicle with customers for your store, was unfortunate enough to visit this store and collected a parking ticket issued by Highview
I am the registered keeper of the vehicle and upon appeal
to Highview, their reply was for me to confirm who the driver
was at the time.
You are aware that Highview are not entitled to private data
except that provided by the DVLA
Let me make it very clear to you, I am a customer of Tesco
and not the other way around and as such I would not expect
you to hold your customers in such contempt
I understand that Tesco's use their own staff to penalise
customers in your car park which is highly disrespectful
I therefore request you cancel this ticket and if not, please
explain why you would expect myself and others to visit
any of your stores and spend money.
It would be advisable to inform your agent Highview to cease
asking for data which they are not entitled to.
I await for your urgent reply and I enclose proof of patronage
with Tesco
