Admits I'm wondering what OP did with their rubbish - as I can't see either where the tenant is supposed to put it.
Councils haven't taken into account where many people are supposed to stash their rubbish whilst waiting for it to be collected, with all the different categories it's now supposed to be put in. Many people have not got anywhere to put it and one wonders whether they just have to put a small bag of it in a Council rubbish bin each time they go out and get rid of it gradually that way.0 -
If I lived (and owned) the flat, I'd be trying to share the facilities my neighbours had. Either by getting the company to take my rubbish to the tip also, or using a neighbour's garden for the rubbish.
I'd expect to pay for that privilege too.As of 24/11/2020

Yes, but she'll be getting rid of half of it each week, rather than letting it mount up. Not clear from the OP what she's doing about the recycling.
I have posed this question to the letting agent - is she not recycling more, but so far have come up with nothing on this question.0 -
Surely when she moved in she knew there was no garden or other bin storage space, so I don't know why she's only now realising it's a problem.0

I have checked with the contract officer for your area and they have come back with the following:
The waste is to be stored by the resident away from the public highway and presented on collection day. The design of the flat isn’t a factor. They can either speak to W******** Business Park and try to agree a spot where they could maybe store a dustbin or they would have to take any sacks that they do not wish to store inside to the tip on Latimer Road.

My home town went to fortnightly collections and wheelie bins about 6 years ago. The council told my parents their property wasn't suitable for having them due to the cul de saq layout (all our houses had built-in bin cupboards but they're too small for wheely bins).
Now they have 2 swing bins in the kitchen/diner; one for general waste and one for recycling, plus a small food caddy that sits on the window sill. There's 3 people in the house and they don't usually need more than this for each collection every fortnight. Is this not an option for your tenant?0 -
Buy a bigger waste bin for the flat that will take two weeks worth. Or as others have suggested, encourage more recycling.0
