I have decided to remove the line re disabled as the person IS registered disabled but does not carry a Blue Badge.

as mentioned earlier, its the EA2010 that covers the disable person being carried, they do not have to be a BB owner as well , although it may help

so it is THEIR rights that have been violated, not yours

I would have altered the line I gave accordingly and removed just the BB reference but put the PPC in notice about the disabled occupant of the vehicle being covered by the EA2010 and "reasonable adjustments" need to be made (to put the PPC on notice right from the start), so by removing

    is a BB holder and

you should also complain strongly to the landowner about this, milking the EA2010 and the occupant of the vehicle scenario and INSIST that they get the pcn cancelled

this needs to be done asap, by being proactive

There is no such thing as 'registered disabled' (blue badge or not).
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

what does the rejection letter say you should do next ?

and what has your landowner complaint done about getting this dropped with the landowner complaint under the EA2010 insisting that the PPC drops the charge ?
  • Im sorry but this is too complicated, i sent the cut and pasted appeal as advised, thats it. My letter today says i have reached the end of independant appeal, it says i have to pay. They enclosed pictures of my car and all info including times etc.
I didnt mention disable as i was advised in this thread not to alter anything.

  • I have been looking through the Newbies section and cant find it, the letter says i can claim to POPLA and there is a unique POPLA verification code.
I have no idea who the landowner is.

Post #3 of the NEWBIES FAQ sticky thread explains exactly how to appeal to PoPLA.

You need to read that post and understand it.

H.M. Land Registry will tell you for £3.

Apart from that, I put Festival Park Stoke into google and found several sites offering phone numbers. Try this link, two phone numbers you might call.

you should have told us this info in post #24 or #26 , not have us wheedle it out of you

as mentioned above, look at post #3 of that NEWBIES FAQ thread, construct your popla appeal draft and post it here for critique

we always thought it would end up at popla, hence my query earlier

It is NOT complicated to copy another simple (but LONG) POPLA appeal, that's how everyone wins!

You could even do a search of the forum in less than half a second, to find dozens of examples simply with the keywords:

    Euro POPLA
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
