Good pictures - a classic case of scarce, non prominent terms, completely overpowered by the large 'no HGV' signs that can be read.
That will help the OP, who needs to add those pics into the appeal (literally embed them to illustrate the story, in the section about unclear signage).
Only upload one PDF to POPLA - and it should look like a story with pictures.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
