    Who actually gets prosecuted in cases like these? Is it the person at home when Capita turn up? The householder? Or do they use the electoral roll?

    They generally prosecute the first adult they speak to, and that will generally be the person who answers the door.

    I don't think that the Police are targeting anyone other than speeders, and there is no part of their process that discriminates on the basis of gender. I'd guess if we looked at gender statistics for speeding prosecutions they would be (a) proportionate to the gender of actual speeders, and (b) broadly consistent with other offences.

    With TVL, I'm not convinced we can safely say the same. It's complicated by there being some gender factors that are genuinely outside the immediate control of TVL, but still being of potential concern for the appropriate dispensation of justice. It's concerning that the BBC actually recognise the issue you described as greater compliance by women, and I wonder whether, if looked at in more detail we might actually describe it as bluster or, worse, bullying - at least in some cases?
    Anyway, what difference does it make whether they re male or female TV licence thieves. A thief is a thief.
    Apart from the fact that we know that not all of them are... by virtue of the majority of cases not being carried through to successful prosecution.
    Capita will mostly run their business with their employees on flexi hours, like we do...
    I don't think they do. ISTR that their employees commit to a certain amount of anti-social hours working.

    All my TVL delivery work where I hand deliver the TV licence reminders all the addresses were listed as "Occupier ".. I only ever knew their name if it coincided with a meter reading visit..which it quite often did because we are allocated work based on post code only
    If you read the report on the link I posted, you'll find that the BBC surveyed the gender disparity issue based on information on people's titles extracted from their database. Therefore they have at least a starting point for people's identity and gender, even if some addresses will have become out of date. It's not clear, what, if any assumptions they made about the gender of the account holder vs. the gender(s) of resident adults.

    Yes, except that you cannot view BBC iPlayer, or the live Internet streams of TV Broadcasters.

    The TV Licence is a a licence to receive live TV (in all its guises + BBC iPlayer), so anything else is fine.

    I wonder why the BBC don't have a system where if you are overseas you can just type in your License number and it will allow you to watch iPlayer.
    It's your money. Except if it's the governments.

    I think it's something that has been discussed. However, the issue is more complicated than just validating a TV Licence. Some program rights are limited to the UK only, so they would need to take account of that, too.

    It'll be a question of whether the Broadcasters have taken reasonable precautions to protect the interests of Rights-holders.
