LMAO (yes I use acronyms - didn't realise it was a crime). So, having been to Cardiff (last time about 20 years ago) is now some sort of problem; there's not many UK cities that I haven't been to, so I would have probably said the same no matter which city you picked. Having worked for a railway company, I know something about them (I do not 'spot' trains). I don't read the Guardian; in fact I don't read any newspapers, I get my news online. BTW the use of Grauniad stems from Private Eye back in the 60s - don't you think it sounds a little dated now?
I don't paint myself as some sort of internet engineer, whatever that is; however, I was moderating Compuserve forums in the early 90s, so I have been using the Internet longer than most people (don't think I said "the whole world"). As to the "second nature" thing, that's just so funny. I hadn't even visited the site when I wrote that; I was only repeating what I've seen, because it was obviously appropriate.

Back to the issue in hand. If this is a scammer, it's not a very bright scammer.
The email address can only go to a Cardiff CC server so it would alert CCC if it was a scam. So how else would the scammer get money from people e.g. people that phone. So if they are not answering the phone, it appears their scam model is a bit off.
So what about that address? Is it likely to go somewhere else other than CCC? Or is someone intercepting CCC mail and email?
I think the OP has decided to stick their head in the sand with this one and is looking for support for this action. IMHO this will come back and bite them quickly. Council have an obligation to collect by formal means which can involve bailiffs.This is a system account and does not represent a real person. I would definitely chase this up direct with the council. It is probably a scam, but best to make 100% sure just in case it isn't and you get a very nasty painful bite on the @rse further down the line.0 -
By the way: did you re-type the letter, or is it a copy of the original? I only ask because the post code for the Council PO Box 9000 is one letter out: it's CF10 3ND - not CF10 3WD.0

A point I suppose but you don't need to go to the header at all. The OP has left the link in the first post and if you mouseover you will see the underlying email address.

Strange, because this Cardiff Gov site shows the opposite.
I tried several searches and it seems that different pages use W or N. Either both are good or Cardiff Council has made a blooper on some pages.0 -
