It has all the hallmarks of a scam
- Doesn't address you by name (just sir/madam)
- Vague about the actual charge (parking OR traffic offence)
- No previous correspondence - council should start with a letter - and how did they get your email address
- No reference number
- To: undisclosed-recipients:; - your address isn't explicitly in the To: line

Well, he/she's done that so far, posted and hasn't been back!
I have been out of the house. Since i got back i was having a look about and spoke to a few people, i did try and call the number a few times just out of interest however it always goes through to the voice message saying all lines are busy. Everyone seems to feel like this looks a bit scammy (myself included) so I am going to ignore it for now. see if any further info gets sent0
