It’s not a recordable crime for recording purposes so there’s won’t be a crime number.0 -
Can you not ask your local constabulary for the ANPR records for your registration for an hour either side of the ticket time?
If you are triggering cameras in your locale close to the time of the offence, you should be in the clear.0 -

If the op was at work with the car parked and it was a cloned plate anpr would put him in the location of the offence.0 -

Well, according to the OP, he was not at work. He was travelling in Warwickshire.
If he is triggering ANPR cameras in Warwickshire between 17:00 and 18:00, he couldn't be triggering them in Ealing at the same time.Evening. Can anyone out there assist me please? Have today received a Penalty Charge Notice from Ealing Council stating that my vehicle was photographed in a bus lane last week whilst I was in Warwickshire, driving home from work. The make, model and colour of vehicle are exactly the same, the numbers/letters are the same but the actual registration plate is slightly different to mine (I have a blue line around the plate and EU markings).
I've sent an email to Warwickshire police to advise that my vehicle registration has been cloned. Internet advice seems to be to also advise DVLA. In the morning I will compose a letter to Ealing Council refuting the PCN - what information should I include, is there a template letter somewhere that might help? I called into a local post office on my way home from work to post a parcel and have a receipt timed at 17:07, and the offence supposedly occurred at 17:29.
Any assistance gratefully received.0 -

I don't see how. The OP has the post office receipt, the post office will probably have CCTV of the OP in the post office at that time, if they paid by debit / credit card, there will be a timed and dated entry on the statement. Any of those will cast reasonable doubt.0 -

Like I said previously, if ANPR cameras are being triggered in Warwickshire between 17:00 and 18:00, they cannot be triggering them in Ealing at the same time.
The OP doesn't have to prove anything, merely cast reasonable doubt.0 -

Thank you to everyone who has responded.
I've asked at the post office for an image of me entering/exiting the shop and/or at the counter, with date and time stamp (though this does only prove that I was in Warwickshire and doesn't prove the whereabouts of the car). My employer has also said that, if necessary, they will provide a letter confirming that I was in the office that day (computer records confirm my attendance). I'm hoping this will prove, or at least be considered, reasonable doubt that my vehicle was in Ealing.
I completed an online crime reporting form and Warwickshire police have today responded, providing an incident log number (not a crime number).
I'm hoping to gather my evidence together tomorrow to submit my challenge and will post the result here. I believe my strongest evidence is that the registration plate in the photographs provided by Ealing Council doesn't match the layout of my registration plate.0
