I would be very concerned that this cloned car might cause a more serious offence.

I would get a personalised number asap.

Seems a waste of money when the DVLA will provide a free one if the previous was cloned.

Not to mention how tacky they look.

I'd guess Ealing follow a similar approach to TfL. So if it was a congestion charge fine, TfL would want as much of the following as possible:
      [*
]Details of a crime reference number (from when you report the cloned plates)

    • Evidence or independent statements confirming that the car was somewhere else at the time
    • Photos of your car showing differences between your car and the car pictured in the bus lane (like the blue line on the number plate)

They will then consider your case, based on what you provide.

the police will not issue a crime reference number , as there has not been a crime , a police log number is the best you will get

If the registration has indeed been cloned, then there has been - at the very least - an offence under section 42 of the Vehicle Excise and Registration Act 1994, and possibly other offences of dishonesty.

until a crime has been COMMITTED the police will not issure a crime reference number , we go thru this regularly on the private parking ticket forum

lets see if the OP can produce one ? , it will be recorded (log) but until used in a "crime" no crime reference number will appear

The crime is driving around with a false registration plate. What else do you want?
    If it sticks, force it.
If it breaks, well it wasn't working right anyway.

Precisely. The driver of the 'cloned' vehicle is not displaying the mark required by section 23, i.e. the genuine reg. number of his vehicle. He has therefore committed the offence.

ok , lets see if the OP can get a crime reference number then , although the above ( The driver of the 'cloned' vehicle is not displaying the mark required by section 23, i.e. the genuine reg.) the OP has NOT been a victim of crime

The OP has incurred a financial penalty as a result of the cloner's dishonest actions. That sounds like the victim of a crime.
