Do road rules still apply when a public highway is closed?

Because when the road is closed, the RTA ceases to apply, including its requirement for insurance.
Vehicles are then only there by explicit permission - and, in the case of a road closed for competitive motorsport, that includes adherence to a stronger set of regulations (but which do not include insurance requirements). Participants are there at their own risk, and the public are covered by the public liability insurance of the organisers.
But in the case of the OP, it is still a public place.0 -
They can be exempt because parliament has decided to make them exempt (Deregulation Act 2015, section 73).
However, before issuing an order, the highway authority must be satisfied that "the applicant has arranged or will arrange appropriate insurance cover in connection with the event, in accordance with guidance issued by the motor sport governing body".
But he wants to use the atv to avoid walking in a public place. Doesn’t sound like it’s closed but vehicular access is merely restricted.0 -

And there were motor vehicles on the road - but who is ultimately responsible for giving permission? The event organiser I assume? Can that event organiser give permission for a non-road worthy vehicle to be used on the closed road?0 -

The road was closed to traffic (police etc had closed the road) but the public were still walking around. Vehicles with the event (delivering goods/equipment etc) were driving on the closed roads, albeit very slowly.
My ATV would have proved very useful in getting around and carrying things to and from.
I've thought of a similar scenario - I was at a festival a few weeks back. The festival was in a public park but had obviously been closed off for the private event. A lot of the festival staff were whizzing around on buggies - would that not be similar to my situation? Once the road is closed, does it not then become a sort of private area that is controlled differently to a public road?0 -

Personally if the public have access then I want to have insurance. The cost vs the risk are just too high.0 -
