Do road rules still apply when a public highway is closed?

    Not within the meaning of the RTA, it isn't.

    Yet the Road Traffic Regs for closures for social events still refer to it as a road.

    And there were motor vehicles on the road - but who is ultimately responsible for giving permission? The event organiser I assume? Can that event organiser give permission for a non-road worthy vehicle to be used on the closed road?

    The road was closed to traffic (police etc had closed the road) but the public were still walking around. Vehicles with the event (delivering goods/equipment etc) were driving on the closed roads, albeit very slowly.

    My ATV would have proved very useful in getting around and carrying things to and from.

    I've thought of a similar scenario - I was at a festival a few weeks back. The festival was in a public park but had obviously been closed off for the private event. A lot of the festival staff were whizzing around on buggies - would that not be similar to my situation? Once the road is closed, does it not then become a sort of private area that is controlled differently to a public road?

    If you run down a promising young footballer who has just singed for Man City do you want to risk a potential claim of over a million against you and your estate.


    Personally if the public have access then I want to have insurance. The cost vs the risk are just too high.
