Do road rules still apply when a public highway is closed?

    Apart from any legal requirement, you need insurance in case you have an accident. Without insurance, how would you deal with a massive personal injury claim?

    Section 73 of the Deregulation Act 2015 makes certain amendments to the Road Traffic Act 1988 to allow properly constituted motor racing events on public roads, disallowing certain offences.

    http://www.legislation.gov.uk/ukpga/2015/20/section/73/enacted

    Interestingly there doesn't appear to be any corresponding provisions relating to cycling events.

    Going on previous replies, it would seem the issue of insurance is moot as I'm not able to use it during a road closure anyway. I would imagine any insurance I had would be voided the moment I drove it on a public road.

    So I guess the next step is to try and figure out how to make it road legal.

    I would make sure you’re allowed to use it at the event and can get insurance for it before you make it road legal.

    If the road is open, then the road traffic act applies.
    If the road is closed, then motor vehicles cannot be used there, unless the landowner gives consent.


    Using an uninsured motor vehicle where there's the potential to come into contact with members of the public is the height of stupidity. That potential is going to be raised when a road is closed for an "event".

    The landowner of the public road being... the council?

    We were allowed to use our cars.

    Bicycles are not subject to speed limits, for example, so the road traffic act presents far fewer problems that it does for motorsport on public roads using vehicles powered by an engine rather than a human..

    I wonder if this driver was ever charged?

    The closure could extend to prohibit all road users, including pedestrians, not just motor vehicles.
